Essential criteria:

  • Solution: Create quality documentation to capture project and program requirements. The Business Analyst must be able to produce the following deliverables: o Business Requirements Document (BRD); o Functional/Non-Functional Requirements Specification (FRS) Document; o User Personas and User Stories; o Process Flows and Models; o User Interface (UI) Prototypes / Wireframes; and o Requirements Traceability Matrix (RTM).
  • Ability to deliver • Strong written and oral communication skills, including the ability to clearly articulate messages to a variety of audiences including excellent active listening skills. • Self-motivated with ability to work independently or as part of a Program/Project team.
  • Whole of Life Costs: • The whole of life costs to be incurred by the AFP. Evaluation will take account of the quoted price and any costs that the AFP will incur as a result of accepting the potential candidate’s response. • Proposal to include hourly rates payable for each identified resource. • Ability to gain and maintain necessary clearance. Final agreement of rate will be subject to negotiation based on market factors and the quality and experience of candidates put forward.

Requirements

The AFP has a requirement for ICT Business Analysts to work within the Chief Information Officer (CIO) Command.

The Services, delivered in collaboration with and under supervision by nominated AFP personnel, include, but are not limited to, the following:

  • Undertake requirements elicitation process by closely working with the stakeholders to identify their needs and wants;
  • Sharing knowledge and working collaboratively with the Project Team and business stakeholders.
  • Gather, validate and document business requirements;
  • Model business processes and identify opportunities for process improvements;
  • Perform requirements analysis to identify pain points, issues and risks in existing processes, outlining business impacts;
  • Develop To-Be processes addressing any shortcomings in existing processes;
  • Create functional specifications for potential solutions; and
  • Effectively communicate insights and plans to cross-functional team members and management.
